improvement idea: merge stage0_musl and musl into a single package #197

the content is more or less the same, the only differences are build order dependencies, and some minor differences which could be tested using the $STAGE environment variable.
currently stage0 packages are being put into an ignore list in order to prevent them from getting rebuilt once we're past that stage (for example when butch update is called and one of the stage0 packages has been changed).
when merging the 2 musl's, we could instead just remove the stage0 packages from the list of installed packages by clearing the install database.
