Just so it doesn't apply in processes that don't/can't run LocalCDN

Before:

The rules are for the browser extension and not for other (external) AdGuard programs.

Yes, but LocalCDN only works within the browser. The rules are there to always forward traffic to LocalCDN.

When LocalCDN intercepts traffic, requests to resources are redirected internally and nothing gets outside.

If you don't use an adblocker in your browser because it works outside, then no rules are necessary for LocalCDN to work.
