I came across a site "redstate.com" were this "Bootstrap (CSS) (v4.4.1 » v4.5.3)" fails in one browser but work in another, Brave browser fails and Firefox works, if I add "redstate.com" to Deactivate LocalCDN for these domains: section then Brave works as it should. Is this a bug.

Thank you for your detailed report. Brave is based on Chromium and there it's not possible to replace CSS or fonts.
Unfortunately Chromium doesn't support all the features of LocalCDN:
