Config files without global checks fail #47

When trying to setup chihuahua v2 beta without global checks (so like this:

interval = "5m"
notify = ["email", "gotify"]

server "myServer" {
  name = "Server"

)
Chihuahua fails with the following error:

Feb 04 16:35:48 tiny-watchdog sh[634]: 2020-02-04 15:35:48  ERR config configuration parsing error error="chihuahua.hcl:7,15-15: Unsupported block type; Blocks of type \"server\" are not expected here."
