keys.openpgp.org made a trade-off: most people don’t care about getting their key signed and stripping the signatures prevents spamming keys. Due to this kind of attacks the SKS pool is basically dead right now.
If you want the signatures use WKD or keyserver.ubuntu.com (that still preserves signatures).
