I have some (demo) environments that are used infrequently and also on an irregular schedule which makes it hard to define downscaler/uptime or downscaler/downtime annotations on the namespace
I would like to use something like downscaler/force-downtime: "true" on the namespace similar to the existing downscaler/force-uptime annotation.

This new annotation then keeps everything scaled down until the annotation is either removed or its value changed to false
