Standardize compile-time dialing plans
Currently coventry supports an optional 3 digit dialing plan for extensions at build-time. This tends to reduce consistency in behavior. In fact, a 3 digit (or more) dialing plan can be overlayed even on the 2 digit switch build using the group dialing feature. In that case, 2 digits would simply be for direct endpoint port dialing, which is also convenient.
Eliminating 3 digit compile-time extension dialing would reduce total switch capacity, but still fits well within the intended mission and goals of a coventry server as a residential gateway and small office switch. It also removes the need to define different base ranges for the 3 digit dialing plans for different countries, leaving 3 digit dialing behaviors entirely a construct of the config.
