If no server is online, waits to registration expiration before retry
When a sip registration request is made, the server waits for a success or failure response from the remote server. If no remote server is present, this "registering" but "not online" status remains active until the expiration time of the registration request. Automatic regitration would then attempt to retry. This is a long time to wait with no result, especially in the case of a dead server.
Perhaps the first time expiration should be shorter. Or perhaps a full restart should be called if there is no response.
