Currently the app can't be included into the Play Store because as of today new included apps would have to target Android 11 (API level 30).

I can't target these because then we would have to use the MediaStore API to save the backup files locally to the Documents or Downloads folder. Alternatively storing them in the scoped storage of the app folder wouldn't make any sense because the backup / restore to file should persist between app install/uninstall.

There is currently no Capacitor plugin to use this API. I could only as a workaround delete the local file backup option and use encrypted backup to some Cloud services (hard to find good working plugins). Then we would have to give the app internet access.
