[Bug]: Images previews unavailable on Mastodon versions pre-4.0? #9774

What happened?

A follower on an instance mentioned she couldn't see my images and is getting a "not available" image in their place, but she can click that placeholder to open my images in a new tab.

I have an alt on an instance running hometown / 4.0.2+hometown-1.1.1 and can see them in the feed with no problem.
Her instance is on hometown / 1.0.7+3.5.5 so I asked another follower on mastodon / 3.4.6 to check, and he had the same issue.

I created an alt on the hometown / 1.0.7+3.5.5 instance and can see the thumbnails for the images with domain.tld/files/xxxxxxx urls, but the ones with domain.tld/files/webpublic-xxxxxx urls are the ones doing the above.

What did you expect to happen?

Instead of an unavailable thumbnail, the image should be displayed in the feed.

No just uploading directly into my server, nothing external. I did notice that the images I paste into the post form upload as /files/xxxxx, but the ones I upload from my computer or phone with the button come through as /files/webpublic-xxxxx, and those are the ones that break the preview for them
