Create "Contribute here" Callout blocks in documentation #18

As part of our documentation procedures and to help the crowdsourcing of the website, we should add Callout blocks in the docs whenever we have a concrete improvement issue (e.g. with a "contributions welcome" label) to link to.

Like for instance in SocialCoding/website#4 we create something temporary to emulate a Blog section, and contributing a true Blog functionality to the website codebase can be a Callout here (and mention at the same time the limitation of the temporary solution, namely that long blog titles are truncated in the left-side ToC navigation).
