Settings tab does not break when out of screen #787

sorry. it turns out the settings tab was just out of view on the page, the only thing out there.
oddly the standard blue bar at the top and the boiler green area at bottom both extend to the
edge of the viewable page ie. ending before the 'settings' tab makes its appearance.
so the page looked complete and it didn't occur to me to scroll sideways.

With any small screen, I just made Firefox a little smaller. I suppose this can be on phones, tablets, users with tiling window manager, useres which just arranged windows side by side, small laptops, ...

Ah this a bit unfortunate, I'd made to choice to only liberally add scrollbars when screens are under 767px, well the settings header disappears for a part before hitting that width. Yeah this needs some changes on Gitea's part.
