Investigate using LibreTranslate machine translation backend for weblate #758

Weblate (which is powering https://translate.codeberg.org) has support for automatic suggestions via machine translation services: https://docs.weblate.org/en/latest/admin/machine.html

Out of all the listed services https://libretranslate.com/ seems to be the only free (as in freedom) service. We can either get an apikey from them (and mention the usage of this external service in our privacy policy then) or try and self-host this as well.

We should then also figure out how this instance can then be configured site-wide and not per project.

Self-hosting seems pretty straightforward: https://github.com/LibreTranslate/LibreTranslate#install-and-run

Api keys cost 19€/months. Sounds like self-hosting this here is the way to go.
