Allow small private repos like ansible configs/inventory? #514

As I understand the Terms of Use, private repos are basically only allowed if somehow linked to open source software or its infrastructure.

This basically means that I still need another hoster for minor repositories like my ansible inventory or nixos system config for my private systems and means that I either have to host my own git instance or rely on another hoster as well, which in turn means I have little reason to use Codeberg for my public repos, as I already have another solution for all of that.

The risk is of course that private repos can be abused easier, so maybe add a note that private repos may not consume notable resources, both in storage and in activity?

My assumption is that most of these repos wouldn't even be noticed as they are probably less than 10 MByte in size and maybe have just one push/pull in average once a day if seen over a year.
