#265 Implement UI to allow peer-reviews

I like to do a peer-reviews to my code where usually i ask on freenode or relevant communities which might be people that doesn’t have codeberg account and/or doesn’t want to create one which usually ends up in me getting the peer-review in these communities instead of on the merge request so that it can be used for a reference which complicates things.

Proposing to implement a method to allow such peer-reviews i.e by giving people an email address to sent their reviews on.

Expectation

Ability to post an url and get peer-review without being in the relevant community i.e while working on multiple projects it’s not always possible to stay in an IRC chat and discuss the code on-line so “off-line” would be preferable.

FWIW maybe something like https://codeberg.org/explore/repos but for requested peer-reviews sorted by the programming language used so that people can do passive peer-review would be also cool.

@hw i would think that using the current for registered users while allowing to submit reviews via the e-mail would be sufficient ideally with a method to highligh the code in question and ability to disable these on demand?
