Deleting a branch is permanent. Although the deleted branch may exist for a short time before cleaning up, in most cases it CANNOT be undone. Continue?

Not really. Codeberg uses the Issue tracker or the Matrix chat, AFAIK.
Many organizations create repos just for the sake of using the issues feature, see https://codeberg.org/forgejo/discussions/issues/ for example
Yes, I've seen that practice in other places too. And I may do just that. There is just a reluctance for some people (end users) to engage when they have to do so by clicking on a "New Issue" button. It would be great if even just the label could be changed to "Open Discussion". A secondary ask would be if a discussion area could coexist with a proper issue tracker in the same repository.
This place just popped up on my radar and is otherwise perfect for a project I just completed and want to release. Are there any places with similar ethos and features which also offer forums?
But an issue is not a discussion per sé. It's an issue for the "Issue tracker". There is no reason to change the label.
Forgejo/Gitea doesn't implement this feature (yet) (open issues https://github.com/go-gitea/gitea/issues/17858, forgejo/forgejo#410).
Maybe GitLab, if you self-host it?
If there is high demand, someone could step up and maintain a forum software on our infrastructure. If OAuth is supported, people could use it the same way like Weblate, for example. Projects could receive rights to maintain their own discussion space in there.
Of course some details to settle, but it would be an option. We basically require two people to maintain it, though.
